Tracy graduated from Cavalier High School, Cavalier, North Dakota in 1990. She attended the University of North Dakota in Grand Forks, North Dakota earning a Bachelor of Arts in Sociology, with a minor in Criminal Justice Studies. She became a Certified Paralegal through the National Association of Legal Assistant’s/Paralegals in March 2007.
